Imagine these two in a fight.
They already tried fighting, while they were hiding out waiting for the final battle.
Kind of a cop-out, of course. ;P But amusing, nonetheless. Oh, and for my personal take, I’d say Bumi was better at raw power and moving large masses and could even do so with minimal movement (like just his chin, pretty close to ‘psychic’ earthbending), while Toph better at precision strikes and finer-tuned bending (metal, sand). I think the whole ‘who’s better?’ question is childish, anyway, BUT.
For those who didn’t know, there’s a whole collection of comics like this — mostly comedy, some are actually serious — that are technically canon and take place inbetween episodes of the show. They were gradually released in Nick magazine but then compiled together along with unreleased comics and put into a single volume called ‘The Lost Adventures.’ You should be able to find it on Amazon, that’s where I got mine, anyway.
